TUESDAY, OCTOBER 24, 1995 <br />June 30, 1996. Councilman Williams noted that in fifty years of being <br />a Martinsville resident, he had not witnessed more than one "person of <br />color" serving at any time on either the School Board or City Council. <br />Councilman Williams stated that the School population consists of <br />approximately 50% Blacks and 50% Whites and the City's overall <br />population is approximately 65% Whites and 35% Blacks, therefore, he <br />would like to see a greater proportion of Blacks being represented. <br />Councilman Williams stated that Robert Willjams had experience in <br />education, as well as legal experience, and therefore was well- <br />qualified for appointment to the School Board. Mayor Adams called for <br />the question. Robert Williams received one "aye" vote for this <br />appointment (Councilman Williams). Charles Davies, Jr. received four <br />"aye" votes for this appointment (Mayor Adams, Vice-Mayor Oakes, <br />Councilman Crabtree, and Councilman Teague). Therefore, Mr. Davies was <br />appointed to the position. '~ <br /> <br />Upon motion, duly seconded and by unanimous vote., Council appointed <br />Ricky C. Hall, 823 Forest Lake Drive, to the Board of Zoning Appeals, <br />for a 3-year term beginning October 28, 1995. <br /> <br />Council took no action on the other matters discussed in Executive <br />Session. <br /> <br />In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950, <br />and as amended) and upon motion, duly seconded and by unanimous <br />recorded vote, Council convened into Executive Session for the purpose <br />of discussing the matters 2-6 listed in the previous motion to enter <br />Executive Session.
