TUESDAY, SEPTEMBER 12, 1995 <br />Roop responding to. numerous questions from the members of Council. <br />Among major changes proposed would be to prohibit the keeping of <br />livestock and fowl, to require cats to wear collars with vaccination <br />tags attached, and for the Animal Control Officer to be appointed by <br />the Chief of Police rather than the City Manager. Upon motion, duly <br />seconded and by unanimous vote, Council approved the Ordinance on first <br />reading. <br /> <br />Council considered adoption of a Resolution endorsing a local plan for <br />funding under the Virginia Juvenile Community Crime Control Act. Mr. <br />Reynolds and Jan Reed, Court Services Director, explained that adoption <br />of the Resolution was necessary due to accommodate block grant funding <br />which would be provided under the State funding formula. Upon motion, <br />duly seconded and by unanimous vote, Council adopted the following <br />Resolution: <br /> <br />WHEREAS, the 1995 General Assembly of Virginia adopted the Virginia <br />Juvenile Community Crime Control Act with a goal to deter juvenile <br />crime through the establishment of community-based systems of <br />sanctions, residential programs, and nonresidential services for <br />juvenile offenders based on their offenses and treatment needs; and <br /> <br />WHEREAS, the Act defines its target population as juveniles who are <br />children in need of services, children in need of supervision, or <br />delinquent; and <br /> <br />WHEREAS, the ANCHOR Group Home System has been providing these <br />needs/services for the City of Martinsville and the counties of Henry <br />and Patrick by direct block grant funds from the Virginia Department of <br />Youth and Family Services and with proportionate local matching funds; <br />and <br /> <br />WHEREAS, the Virginia Juvenile Community Crime Control Act provides for <br />governing bodies to receive block grants to fund these services <br />beginning January 1, 1996; and <br /> <br />WHEREAS, the City of Martinsville desires that these services continue <br />to be available to its juvenile population; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled September 12, 1995, that it does hereby <br />endorse the Local Plan for Martinsville dated September 12, 1995, and <br />intends to allocate its block grant amount for the six month period <br /> <br /> <br />
