4 <br /> <br />MONDAY. SEPTEMBER 11, 1995 <br /> <br />A special and duly-called meeting of the Council of the City of <br /> <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding was <br /> <br />held Monday, September 11, 1995 at the Walker Fine Arts Center, Patrick <br /> <br />Henry Community College, beginning at 7:00 P.M. All members of Council <br /> <br />were present: George B. Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; <br /> <br />Mark A. Crabtree; M. Gene Teague; and Clyde L. Willjams. <br /> <br />Also present were members of the Henry County Board of Supervisors: <br />Francis Zehr, Chairman; Paula Burnette, Vice-Chairman; Jack Dalton; <br />Sandra Hodges; Sammy Pilson; and Simon Spencer. <br /> <br />The Mayor and Chairman announced the purpose of the meeting as being to <br />conduct a public hearing regarding the renewal of the City of <br />Martinsville's and Henry County's cable television franchise <br />agreements. County Administrator Robert P. Lawler, Jr. described the <br />specific purpose of the hearing as follows: (1) to review Adelphia <br />Cable Communications' performance during the term of the franchise <br />agreements; (2) to consider the adequacy of the franchise from the <br />standpoint of the County and City, Adelphia Cable Communications and <br />the Federal Communications rules for cable television; (3) to determine <br />the advisability of renewing Adelphia Cable Communications Franchise; <br />and (4) other cable television related issues. <br /> <br />Assistant City Manager Dewey Cashwell reviewed Federal requirements for <br />renewal of cable franchises. Among items highlighted were the <br />following: (1) franchise renewal has been initiated by Adelphia; (2) <br />the renewal process must include an opportunity for public input; (3) <br />following submittal of a renewal proposal by the cable operator, the <br />franchise authority shall notify the public and during the four-month <br /> <br /> <br />
