TUESDAY, OCTOBER 13, 1998
Set a public hearing on a Resolution of Commitment required for submission of an
application to the Virginia Economic Development Partnership for participation in the
Virginia Shell Building Initiative program.

Under items not on the Agenda:

Mayor Crabtree discussed the participation of he, Vice-Mayor Teague, Council Member Haskell,
City Manager Reynolds, and Dr. James Rountree in the Legislative Commission on the Condition and
Future of Cities meeting held in Charlottesville, Virginia on October 13, 1998. Council discussed the
purpose of the Commission and its potential impact on key legislative action to help Cities in the
Commonwealth. Citizens were encouraged to contact their legislative representatives and ask them to
provide full funding of House Bill 599 Police Block Grant monies.

Mr. Lafayette Jones, a resident of the City, asked if the subject of measures to encourag~ young~
persons to return to the City to live and work had been discussed at the meeting in Charlottesville. 1Vm
Reynolds replied that the loss of populations and jobs in cities had been discussed.

Mr. Reynolds noted that the next meeting of the Commission on the Condition and Future of
Cities was to be held in Danville, Virginia on November 5, 1998, and that the time and date conflicted
with Council' s next scheduled work session. Council agreed to reschedule their work session for
November 12, 1998.

Mayor Crabtree informed Council that he would be absent from the community on the following
Wednesday through Sunday, while attending the American Dental Association Conference.
