TUESDAY, OCTOBER 13, 1998 <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor <br /> <br />Mark A. Crabtree presiding, was held Tuesday, October 13, 1998, in the Council Chamber, City Hall, <br />beginning at 7:00 P.M. The following members of Council .were present: Dr. Mark A. Crabtree, Mayor; <br />M. Gene Teague, Vice-Mayor; and Council Members Bruce H.T. Dallas, Elizabeth H. Haskell and Terry <br />L. Roop. <br /> <br /> Following the invocation by Council Member Roop, the Mayor extended a cordial welcome to all <br />in attendance. <br /> <br /> Council first considered approval of the Minutes of their meetings of September 3, 8, 14, and 22, <br />1998. Upon motion duly seconded and by unanimous vote, (5-Ayes--Crabtree, Teague, Dallas, Haskell <br />and Roop; 0-Nayes), Council approved all minutes as submitted. <br /> <br />Council next considered Business from the Floor. There was none. <br /> <br /> Council next considered the need to conduct a public hearing on a request from James M. Martin <br />to rezone property located at 1002 Liberty Street, from R-9 Residential to C-3 Commercial. Mr. Wayne <br />Knox, Planning, Zoning and Housing Manager, presented background information on this request, stating <br />that it was in keeping with other development in the area. Council discussed the effect of future street <br />improvements to be carried out by the Virginia Department of Transportation, including access to the <br />property from Liberty Street, curb cuts, and possible future increases in fight of way acquisition costs if <br />such a rezoning were approved. Mayor Crabtree then opened the Public Hearing. Mr. Len Barrow, <br />representing Mr. Martin, spoke about the request, and indicated that Mr. Martin would be willing to work <br />with Council to negotiate a fair price for right of way purchase. He then encouraged Council's approval <br />of the rezoning, stating that the request was in keeping with the highest and best use of the property and <br /> <br /> <br />
