TUESDAY, OCTOBER 13, 1998 A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor Mark A. Crabtree presiding, was held Tuesday, October 13, 1998, in the Council Chamber, City Hall, beginning at 7:00 P.M. The following members of Council .were present: Dr. Mark A. Crabtree, Mayor; M. Gene Teague, Vice-Mayor; and Council Members Bruce H.T. Dallas, Elizabeth H. Haskell and Terry L. Roop. Following the invocation by Council Member Roop, the Mayor extended a cordial welcome to all in attendance. Council first considered approval of the Minutes of their meetings of September 3, 8, 14, and 22, 1998. Upon motion duly seconded and by unanimous vote, (5-Ayes--Crabtree, Teague, Dallas, Haskell and Roop; 0-Nayes), Council approved all minutes as submitted. Council next considered Business from the Floor. There was none. Council next considered the need to conduct a public hearing on a request from James M. Martin to rezone property located at 1002 Liberty Street, from R-9 Residential to C-3 Commercial. Mr. Wayne Knox, Planning, Zoning and Housing Manager, presented background information on this request, stating that it was in keeping with other development in the area. Council discussed the effect of future street improvements to be carried out by the Virginia Department of Transportation, including access to the property from Liberty Street, curb cuts, and possible future increases in fight of way acquisition costs if such a rezoning were approved. Mayor Crabtree then opened the Public Hearing. Mr. Len Barrow, representing Mr. Martin, spoke about the request, and indicated that Mr. Martin would be willing to work with Council to negotiate a fair price for right of way purchase.
