147 <br /> TUESDAY, SEPTEMBER 22, 1998 <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor Mark A. <br /> <br />Crabtree presiding, was held Tuesday, September 22, 1998, in the Patrick Henry Elementary School Library, <br />beginning at 7:00 P.M. This was the occasion of Council's quarterly Neighborhood Town Meeting, and a <br />Reception for members of the community was held at 6:00 P.M., prior to the regular meeting. The following <br />members of Council were present: Dr. Mark A. Crabtree, Mayor; M. Gene Teague, Vice-~vlayor; Bruce H. T. <br />Dallas, Elizabeth H. Haskell and Terry L. Roop. <br /> <br />After the invocation, provided by Council Member Dallas, the Mayor welcomed the visitors present, and <br />asked for a moment of silent prayer for the family of City employee Bob Phillips, as Mr. Phillips' mother had <br />just passed away. The meeting then proceeded with Council's consideration of the Minutes of their meeting <br />of August 25, 1998. Upon motion by Council Member Haskell, seconded by Council Member Dallas, and <br />unanimous vote (5-Ayes--Crabtree, Teague, Dallas, Haskell and Roop; 0-Nayes), Council approved the <br />Minutes of August 25, 1998. <br /> <br />Council next considered several Staff Reports. Two of these were Financial Reports for the months of July <br />and August, 1998, provided by Wade Bartlett, Director of Finance. Mr. Bartlett characterized the City's <br />finances as being in very good condition, with revenues overall greater than anticipated, expenditures lower <br />than projected and a fund balance of $1.2 million greater than August of the previous year. When asked by <br />Council Member Haskell how this had been accomplished Mr. Bartlett replied that the City Departments and <br />School System had managed their resources well, and that revenues in some areas, notably Refuse, had been <br />much better than expected. <br /> <br />Next Council heard a report on the progress of several development projects, as presented by Tom Harned, <br />Assistant to the City Manager for Development, and David Reeves, Development Specialist. The first <br />summary report provided was the status of the Clearview Business Park, including associated site work, <br /> <br /> <br />
