He also noted that the School System had a positive fund balance of about $.5 million. <br />Further comments were made by Council Member Haskell and Mayor Crabtree concerning the fragile nature <br />of real estate as the primary tax base, and the need to consider alternatives to this situation. Vice-Mayor <br />Teague noted the figures presented regarding delinquent taxes, and Mr. Bartlett noted that these delinquencies <br />typically rise in June only to decrease as the year continues. He also noted the City Treasurer was moving on <br />a four-step strategy to improve collections. <br /> <br />Council next considered their Consent Agenda, which consisted of the following: <br /> <br />A, <br /> <br />Acceptance and appropriation of $12,535.56 from State Forfeited Assets to the Police Department's <br />budget in the General Fund. Staff recommended that Council accept these funds into Revenue Account <br />01-000500-5404000 and appropriate for expenditure in Account 01-310100-5415007--State Forfeited <br />Assets in the Police Department's budget in the General Fund. <br /> <br />B, <br /> <br />Setting of a public hearing on a recommendation from the Martinsville Planning Commission to amend <br />and revise Appendix B (Zoning Ordinance) of the City Code pertaining to telecommunications. Staff <br />recommend that Council set a public hearing for August 11, 1998, at Council' s regular meeting. <br /> <br />Upon motion duly seconded and by unanimous vote, the Consent Agenda was approved as presented. <br /> <br />Under items not on the agenda, Council Member Dallas congratulated Reverend Shackleford on his <br />appointment as Chairman of the School Board. Mayor Crabtree complimented the Patrick Henry <br />Development Council on the recent report on their Economic Development efforts, and Vice-Mayor Teague <br />commented that the report showed that 788 new jobs had been created in the community within the past year. <br />Mr. Reynolds announced that there would be a Council Work Session on Thursday, August 6, at 11:00 A~M., <br />concerning placement of poles and signage. Mayor Crabtree stated that he would not be able to attend this <br />meeting, due to his scheduled family vacation July 30 through August 8, 1998. Mr. Tom Hamed, Assistant to <br />the City Manager for Development, noted that the smoke stack at the former W. M. Bassett facility was <br />scheduled for demolition on Thursday, July 30 at 11:30 A.M., and all were invited to the event. <br /> <br /> <br />
