113 <br /> TUESDAY, JULY 28, 1998 <br /> Assembly Session. The first item was a request for Council to adopt the Piedmont Community Services FY <br /> <br /> 1998-99 Performance Contract. Mr. Tobin described this Contract as the controlling document regarding the <br /> services to be rendered by his organization and the unit costs for these services, stating that the contract was <br /> negotiated between the Community Services Board and the State Department of Mental Health. He stated <br /> <br />~', that the document reflected fundamental changes about to occur in MHMR and Substance Abuse treatment in <br /> Virginia, with the 'theme being a shift from services provided in State Hospitals and other service centers to <br /> services provided at the local level. As a result of this shift Service Boards were to have a highly accountable <br /> relationship with local government councils and boards. Vice-Mayor Teague and Council Member Haskell <br /> expressed concern that this change would represent a shifting of cost for such services to the local level <br /> without the necessary funding from the State to carry the services, constituting unfunded mandates. Mr. <br /> Tobin agreed that this might occur, and that a greater burden would be placed on the families of their clients <br /> as well. Council Member Haskell stated the importance of tracking the actions of the Governor' s <br /> Commission on these services, due the potential for local funding requirements. Vice-Mayor Teague asked <br /> what the consequences might be if Council did not adopt the Performance Contract proposed. Mr. Tobin <br /> replied that services would continue to be rendered and that the Board would probably be engaged in a <br /> contract with the State Department in any event. He also stated that in the future such refusal may result in <br /> loss of funding for local programs. Mayor Crabtree observed that a clause in the contract stated that if it was <br /> not adopted by September 15 of the current year it would go into effect on that date automatically. Council <br /> Member Haskell asked how set the numbers in the Contract were, and was told by Mr. Tobin that they were <br /> <br />/---, subject to change according to a revision process in place, and that such changes need not be brought back for <br /> Council' s approval. Upon motion duly seconded and by unanimous vote Council adopted the Piedmont <br /> Community Services Contract as presented, and adopted a Resolution designating the Piedmont Community <br /> Services Board as an Operating Board.
