3.12 <br /> <br />TUESDAY, JIILY 28, 1998 <br /> <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor Mark A. <br /> <br />Crabtree presiding, was held Tuesday, July 28, 1998, in the Council Chamber, City Hall, beginning at 7:30 <br />P.M. The following members of Council were present: Dr. Mark A. Crabtree, Mayor; M. Gene Teague, <br />Vice-Mayor; and Council Members Bruce H. T. Dallas, Elizabeth H. Haskell, and Terry L. Roop. <br /> <br />At'cer the invocation, provided by Council Member Bruce Dallas, and followed by the Mayor' s cordial <br />welcome to visitors present, Council took up the first item on their agenda, that of approval of minutes. The <br />minutes of Council' s meetings of July 14 and 16, 1998 were approved, with several amendments to the <br />minutes of July 14, 1998, by unanimous vote. <br /> <br />Next on the agenda Council recognized several citizens who had served on various Boards/Commissions. <br />These included William R. Hopkins, Thomas F. Harris, and Shelton H. Blackwell, Jr., for their service on the <br />Martinsville Planning Commission; Judith Matthews, for her service on the Martinsville School Board; J. <br />David Hodges, for his service on the Martinsville Transportation Safety Commission; Thelma Pinkard, for <br />her service on the Drug Task force of Martinsville-Henry County; Noel Ward, for his service on the Patrick <br />Henry Development Council; and Mayor Mark A. Crabtree, for his service on the West Piedmont Planning <br />District Board. <br /> <br />The next item on the agenda was Business from the Floor. Mr. William Lewis Eggleston of Roundabout <br />Road came forward to ask if there was a limit on the number of persons that he could bring to a Council <br />meeting. He was told by Mayor Crabtree that there was not a limit. <br /> <br />Next on the agenda Council considered two matters relating to the operation of the Piedmont Regional <br />Community Services agency. Mr. James Tobin, Executive Director of the organization, was present to <br />discuss the items, which he described as new requirements which resulted from the previous year's General <br /> <br /> <br />
