TUESDAY, JULY 14, 1998 <br /> <br />authorized the School Board to apply for a $5,000,000 Literary Loan on May 13, 1997, and that at that time <br /> <br />$5 million was the maximum loan allowable. Dr. Trollinger stated that as of July 1, 1998, that maximum had <br />been increased to $7.5 million, and recommend that Council authorize the School Board to submit a new <br />application requesting the maximum loan allowable for this project, $7.5 million at a 3% interest rate for <br />twenty years. He noted that this application will void the previous request, and that the School Board would <br />not get on the actual waiting list for the loan until construction drawings for the school project were submitted <br />to the State, expected to occur in about four months. Dr. Trotlinger stated that it was important to submit the <br />application for the loan as soon as possible. Council Member Haskell stated that the approval of a higher <br />amount of allowance for the Literary Loan was good news, and Mayor Crabtree noted that this would be very <br />helpful in funding the project at the lowest possible cost. Upon motion duly seconded, and by unanimous <br />vote, Council authorized the School Board to apply for $7.5 million in Literary Loan Funds. <br /> <br />Council next considered approval, on first reading, of Ordinance 98-9 amending Ordinance 92-1 related to the <br />City Manager' s Employment Contract. Council Member Roop stated that although he was in full support of <br />the City Manager and the extension of the length of his contract, he was opposed to the proposed provision <br />which would allow a payout of a sick leave amount not in line with that of other City employees, and which <br />he considered excessive. Mr. Roop then moved to amend the proposed change to reflect sick leave benefits <br />that would be the same as other City employees. This motion died for lack of a second. Council Member <br />Dallas then made a substitute motion for approval of the contract amendment as originally presented, which <br />was seconded by Council Member Haskell. Council Member Koop then made a substitute motion to amend <br />the contract provisions to reflect that the City Manager be paid for 50% of the value of not more than 120 <br />calendar days upon leaving City service, as opposed to the 120 working days. This motion also died for lack <br />of a second. Council Member Haskell then made note of the fact that the City Manager is not employed <br />under the same terms as other City employees, that he had done an outstanding job, and that he had received <br /> <br /> <br />
