Upon motion duly seconded, and by unanimous vote Council approved Ordinance 98-8 on first <br /> <br />reading. <br /> <br />Council next Considered authorizing the Police Department to apply for a $33,730 Federal Local Law <br />Enforcement Block Grant through the Bureau of Justice Assistance for a Police Mobile Precinct. Chief <br />Edwards stated that the concept of the project was to acquire and outfit a recreation vehicle/travel trailer unit <br />and put it into use as a mobile precinct, to be used throughout the City as an extension of current police <br />operations. He stated that the unit would be set up in different locations for varying periods of time, and <br />would give residents an easily accessible place to contact the Police within their neighborhoods. The Chief <br />also noted that there were no additional sta~ng costs anticipated to operate the unit. Upon motion duly <br />seconded, and by unanimous vote Council authorized the Police Department to apply for the Federal Grant <br />for this project. <br /> <br />Council's next item for consideration was acceptance of a transfer of real property (18.821 acres) located <br />behind Albert Harris School, from the Martinsville School Board to the City of Martinsville. Mr. David <br />Keeves, Development Specialist, stated that the School Board owned 32 acres of land on the campus of the <br />Albert Harris School, and that the Board had determined that all of this land would not be needed in the <br />upcoming renovation of the School. Consequently, the City had asked the School Board to transfer the <br />surplus of this land, 18.821 acres, back to the City for possible recreational or other development, and the <br />School Board had agreed to do so. Some discussion then took place among Council and staff concerning the <br />location and configuration of the land in question and its possible uses. Upon motion duly seconded, and by <br />unanimous vote, Council approved the acceptance of the deed to the land in question. <br /> <br />Council next considered a request from the School Board for authorization to apply for a State Literary Fund <br />Loan in the amount of $7,500,000, to be used for the Albert Harris School renovation project. Dr. Ira <br />Trollinger, Superintendent of Schools, was present to cover this item, and reminded Council that they had <br /> <br /> <br />
