8g

TUESDAY, JUNE 23, 1998

Reverend Hairston asked whether the new 1-73 interstate highway would be through the City within the next

two to three years. Mayor Adams explained that the length of the process for the highway was such that the
actual construction might not begin until thirteen or more years in the future.

Ms. Janet Fentress of 1314 Askin Street spoke to express her concern about traffic access and parking
provisions for an apartment complex at the end of her street. Mr. Knox stated that he would look into the
concerns raised. Council Member Haskell stated that it is helpful to have the Neighborhood Town Meetings,
as they give the Council such a good opportunity to hear from the residents of the various neighborhoods.
Mayor Adams agreed, and added that having the cooperation of residents who help identify problems and
concems saves the City money by not having to hire people to search these issues out. Following these
comments, and there being no other speakers, the Town Meeting was closed.

Council next considered the need to make an appointment to the City School Board. Mayor Adams noted
that Ms. Judith Matthews, current School Board Chairperson, was about to reach the expiration of her third
term, and noted her years of good service on the Board. Upon motion duly seconded, and by unanimous
vote, Council appointed Mrs. Beth Sibbick of 717 Beechnut Lane to a three-year term ending June 30, 2001.

Council next considered adoption of a Resolution endorsing development of a Welcome Center on Interstate
73 on the Virginia side of the VirginiaJNorth Carolina border. Mayor Adams stated that the proposed
Resolution had already been approved by the Franklin County Board of Supervisors, and suggested that an
amendment be made in the document to request that the Virginia Department of Transportation support the
measure. Council Member Teague suggested that the language in the document reflect both the request for
VDOT support as well as that of the consulting team to VDOT. Upon motion duly seconded, and by
unanimous vote, the following Resolution was approved:

RESOLUTION
