She also <br /> <br />noted that the great majority of these items had been resolved promptly, and that the remaining ones were in <br />the resolution process. Council Member Haskell asked whether the Council and City staff were on target and <br />setting the right priorities in serving the needs of the neighborhood~ and was informed by Mr. Earl Reynolds, <br />City Manager, that efforts were right on target, noting the emphasis on improvements in neighborhood <br />appearance and quality of life issues, as well as the commitments in the coming 1998-99 Fiscal Year budget. <br />Mr. Reynolds noted particularly the Critical Repair Fund that had been created to address home repair issues <br />for those in need of help, stating that there would be a total of $30,000 available, to be used to spend up to <br />$3,000 per dwelling to repair up to ten houses that qualified. Council Member Haskell asked whether there <br />were funds in the new budget to effect needed repairs on the Starling Avenue Bridge and Mr. Reynolds <br />responded that there were indeed funds in the budget for this purpose. Council Member Teague asked for an <br />update on the Southside Community Development Planning Grant, and was informed by Mr. Wayne D. P. <br />Knox , Planning, Zoning and Housing Manager, that the majority of the planning study for this neighborhood <br />improvement project was complete. Mr. Knox noted that~ due to work still underway in the current <br />Moss/Barton CDBG project the City would not be able to apply for another grant until May or June of 1999, <br />but that the results of the current study of the neighborhood showed dearly the need for housing and <br />infrastructure improvements. He also noted that he and his staff were lookhag at the possibility of acquiring <br />other funds to address indoor plumbing problems in the neighborhood. Mr. Knox stated that the planning <br />study and grant funds produced as a result of the study will be used to address the same type of needs as <br />those found in the Moss/Barton Grant, and went on to say that study results thus far had identified at least one <br />hundred houses in the planning grant area that were in need of work. Mr. Knox closed by stating that the City <br />would be ready to apply for the Southside Grant funds in spring of 1999 and should hear about its application <br />in August of that year. He closed with an invitation to one and all to come to the upcoming open house to be <br />held at one of the new homes in the Moss/Barton area.
