TUESDAY, MAY 26, 1998

surprises. The Vice-Mayor noted that Sales Tax revenues were trig projections slightly, and

Mr. Bartlett reminded him that revenue estimates in this area had been raised slightly from the
previous year, and that this was just one part of the overall General Fund, which was in good
shape. Mr. Teague asked whether School Fund Revenues would be received as expected, and
told that they should, and that necessary adjustments would be made in the budget accordingly.

Under items not on the Agenda, Council Member Teague congratulated Council Member. Haskell
on her appointment as Chair of the Virginia Municipal League Finance Policy Committee:' Mrs.
Haskell noted that it will be challenging in the future to find ways to improve revenues for local
government, and Mayor Adams noted that Mayor James Eason of Hampton, Virginia, had done a
good job of characterizing these challenges in recent times, and expressed his hope that the
studies to be done by the VML would result in some answers to improve conditions. Vice-Mayor
Crabtree expressed his hope that the General Assembly would help local governments by fully
restoring 599 Funds. Mrs. HaskeH noted that the State may find it has even less money to work
with as a result of the refund of Personal Property Tax payments.

Mayor Adams then directed the City Manager' s attention to a recent newspaper article in which
he had found apparent discrepancies regarding the Virginia Department of Transportation' s
funding figures for street projects within the City, and described his observations in detail. Mr.
Tom Hasned, Assistant to the City Manager for Development, noted that the information in the
article was probably the result of VDOT' s arcane accounting system that shows allocations as
expended dollars.
