THURSDAY, APRIL 23, 1998 <br />stated as the control of the parking for their businesses. Vice-Mayor Crabtree asked whether there were <br />funds in the proposed budget for the project, and was told that there were not. <br /> <br />Council next took up discussion of a concept to remodel and reconfigure the from of the Municipal Building <br />and lawn, referred to as part of the Municipal Plaza project. David Reeves introduced the subject and Mr. <br />David Hill of Hill Studios. Mr. Hill began by stating that much of the consideration for this project had come <br />from the need to better address handicap access and parking for the Municipal Building and Courts. He then <br />went on to describe proposed changes, using architectural and artistic renderings to illustrate the concepts <br />presented. These changes included improvements in landscaping, creation of two "event lawns", additional <br />handicap parking closer to the from door of the building, and enhancements to the building fagade- Mr. Hill <br />noted that when the new jail is constructed on the rear lot of the Municipal Building the current rear entrance <br />to the building, which receives heavy use, will effectively be eliminated, and that the improvements suggested <br />to the front of the building are designed to encourage and improve use of the front entrance. Mr. Hill also <br />pointed out that there is no particular distinction to the current building that emphasizes its role as a <br />courthouse. He then stated that the estimated budget to accomplish the changes shown was $300,000 to <br />$400,000. Council Member Haskell then asked how much the minimum cost might be to address ADA <br />Handicap requirements, and was told this would be about $40,000 to $55,000. She also asked whether the <br />Police Department might have to relocate their parking to accomplish this change, and was told that they <br />would. <br /> <br />Council next heard a presentation on proposed improvements to the interior elements of the Council <br />Chambers. Mr. Don Hatwood of Hill Studios made this presentation, and characterized the project as one <br />which would address the need to make the Chambers more "audience and presenter friendly". Mr. Hatwood <br />showed artistic renderings of two options which reflected different arrangements of the Council dais relative <br />to the audience seating, including seat~g which was elevated above the dais in one option.
