208 <br /> <br />TUESDAY, APRH, 14, 1998 <br /> <br />1950, as mended, as a joint regional commission for the operation of a juvenile group home and its <br />associated programs and services; and <br /> <br />WItEREAS, the same three jurisdictions desire to continue their association and jointly to establish a <br />program of a community-based system of services pursuant to Section 16.1-309.3 of the Code of Virginia <br />1950, as amended, which is a section of the Virginia Juvenile Community Crime Control Act; and <br /> <br />WHEREAS, the Act requires that a combination of jurisdictions participating in such a program designate <br />one of them as the fiscal agent for receipt of all State and other funding; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled April <br />14, 1998, that the City of Martinsville does hereby agree to participate with the Counties of Henry and <br />Patrick in the Local Combined Plan of ANCHOR and to serve as fiscal agent for the operation of the Local <br />Combined Plan. <br /> <br />Council Member Haskell commented on the valuable service that the ANCHOR organization provides to the <br />Martinsville-Henry County Community. <br /> <br />Council next consider adoption of a Resolution supporting the City's nomination as a Historic District in the <br />Virginia Landmarks Register and in the National Register of Historic Places. Council Member Haskell asked <br />if this resolution related to the Uptown area of the City, and was told by Mr. Chris Whirlow, Associate <br />Planner, that it did. In response to a question from Mr. Lafayette Jones, Mr. Whifiow described the <br />boundaries of the Historic District with regard to Fayette St., and stated that the limits of the area extended to <br />Memorial Boulevard and Smith Street. Council Member Dallas then stated that most of the Fayette St. <br />historic section was within the section bordered by Commonwealth Boulevard, Church St., and the Kohler <br />Hill area and Mr. Whitlow responded that much ground work had already been laid for a Historic <br />Designation for this area. Mr. Jones then listed several historically important structures in the area and <br />expressed a desire that these and others be included in the next historic district. Upon motion duly seconded <br />and upon unanimous vote, Council adopted the following Resolution: <br /> <br /> <br />
