TUESDAY, APRIL 14, 1998 <br /> <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. <br /> <br />Adams, Jr. presiding, was held Tuesday, April 14, 1998, in the Council Chamber, City Hall, beginning at <br /> <br />7:00 P.M. The following members of Council were present: George B. Adams, Jr., Mayor; Dr. Mark A. <br /> <br />Crabtree, Vice-Mayor; Bruce H.T. Dallas, Elizabeth H. Haskell and M. Gene Teague. <br /> <br />2'0:7 <br /> <br />After the invocation, provided by Vice-Mayor Mark Crabtree, and followed by the Mayor's cordial welcome <br />to visitors present, Council approved, upon motion duly seconded, and by unanimous vote, the minutes of its <br />meeting of March 24, 1998. <br /> <br />Next on the agenda Council considered Business from the Floor. There were no speakers under this item. <br /> <br />Council next considered a request by the ANCHOR organization for the adoption of a Resolution by the <br />City, agreeing to participate in ANCHOR's Combined Local Plan with Henry and Patrick Counties and <br />serve as fiscal agent for their Virginia Juvenile Community Crime Control Act grant. Mr. Curtis Nolan, <br />Administrator of ANCHOR, was present to discuss the request. Mr. Nolan stated that the VJCCCA had <br />initiated a new procedure for the filing of Combined Local Plans which requires that one locality be <br />designated as fiscal agent for the Combined Plan, rather than each locality needing a separate Plan, accepting <br />and disbursing funds individually. Mr. Nolan then asked that the City serve as the fiscal agent for the three <br />jurisdictions, and stated that the funds are handled as a pass-through, just as when the funds were under a <br />block grant three years before and the City then served as the fiscal agent. Upon motion duly seconded and <br />by unanimous vote, Council adopted the following Resolution: <br /> <br />RESOLUTION <br /> <br />WHEREAS, the Counties of Henry and Patrick and the City of Martinsville, Virginia, have previously <br />joined together to establish the ANCHOR Commission pursuant to Section 16.1-315 of the Code of Virginia <br /> <br /> <br />
