TUESDAY. MARCH 24. 1998

Reverend Freddie Flood of 101 Endless St. - Asked whether or not it would help law enforcement

efforts if he took pictures of vehicles and drivers in his neighborhood and passed them on to police. Chief
Edwards replied that this would have little benefit, but that he and his neighbors could be of greatest help by
being willing to file warrants and come to court to testify against offenders. Rev. Flood stated that residents
are fearful of reprisal, and Mayor Adams suggested that they may need to invite members of the Police
Department to come and advise them on how to take back control of their neighborhood. Vice-Mayor
Crabtree then asked ChiefEdwards to check on speeders in front of the Hairston Home, and on unlicensed
drivers as well. ChiefEdwards stated that his officers had made charges out there, but that speeders there
were hard to catch. Mr. Dallas again noted the problem of cars on Massey Street going the wrong way, and
ChiefEdwards emphasized that residents could take license numbers, names and other information and
swear out warrants and the police could enforce these.

Ms. Gloria Hylton of 402 Second Street - Announced that there would be a meeting at 7:00 P.M. at
the Fayette Street Christian Church to discuss a neighborhood beauti~cation plan. She stated that part of the
discussion would focus on a tree planting program in which they would ask the City to acquire trees that the
residents would pay for and plant in the neighborhood. Mrs. Haskell pointed out that there were other
sources for assistance as well, such as the State Forestry Service' s Urban Tree Planting Program, and she
offered to provide more information on how to reach them. Mayor Adams noted that this was an excellent
and very positive idea.

Council Member Dallas stated that he was disappointed in the band selection list for the upcoming
TGIF Series, noting that a good local band, the B Natural Band, had not been included and need to be given
the opportunity to participate.

A resident of Massey Street noted that with school about to be out in a few weeks there should be an
effort to provide some work opportunities for the youth in the neighborhood to earn money to participate in
YMCA programs during the summer. Mayor Adams suggested that there might be some work opportunities
through the City' s Leisure Services Department and with the High School Key Club program. Council
