Ms. Wilson then asked why it took so long to correct dilapidated structures, noting that several had <br /> <br /> been cited and posted more than once. Mr. Reeves explained that the process which the law requires is <br /> sometimes tedious and lengthy, especially where notification of the property owners was concerned, but that <br /> his department was moving as aggressively as possible to cite irresponsible owners and demolish structures <br /> when called for. Mr. Reeves went on to cite several examples of their action and the process required. <br /> Mayor Adams again noted that the property rights of the owners had to be observed, and that some of the <br /> properties are made more difficult to resolve because the owners lived out of town. Mr. Reeves also noted <br /> that every effort is made to get the property owners to pay for the demolition and/or dean up of their <br /> property, which sometimes further delayed the process. When asked whether the City gets paid if demolition <br /> of a dwelling is done initially with City funds Mr. Reeves replied that the City would put a lien on the <br /> property and be reimbursed at the time of the sale of such property. Flood suggested that fines assessed <br /> in such cases should be applied on a sliding scale, according to ability to pay, and that jail sentences should be <br /> applied too. <br /> <br /> Ms. Linda Gravely of 409 Massey St.- Stated a problem with speeding traffic on Pine Hall Road. <br /> ChiefEdwards stated that Officers have spent a lot of time there and written quite a few tickets, and noted <br /> that the removal of dilapidated houses there would help curb problems. <br /> <br /> Ms. Marguerite Wilson of 1500 Roundabout Road - Noted a problem of trash being dumped at the <br /> dead end of Fairy Street. Mr. Reynolds stated that he was aware of this and that City personnel had cleaned <br /> this area up several times. He then stated that there was a serious trash and dumping problem City-wide, and <br /> that the Clean Community Commission considered the problem so bad that they had requested a full time <br /> litter control officer be hired to cover both the City and County. Council Member Dallas stated that the best <br /> way to handle the problem would be to dean up the litter areas and bill the property owners for the costs. <br /> Mr. Dallas also stated that there needed to be limits placed and enforced on numbers of people living in a <br /> single dwelling, especially in those dwellings where public assistance was being received by the occupants. <br /> <br /> <br />
