TUESDAY, FEBRUARY 24, 1998 <br /> <br />Mr. Lafayette Jones then came forward to ask whether the City has in place a disaster plan. City Manager <br /> <br />Earl Reynolds stated that the City has a very well developed Emergency Response Plan which is updated <br />periodically. Mr. Jones asked whether this plan included an emergency shelter plan, and Mr. Reynolds stated <br />that it did. Mr. Reynolds went on to say that the City's personnel and procedures for Emergency <br />Management are considered to be some of the best in the state, and that many jurisdictions come to the city of <br />Martinsville to train their personnel in hazardous materials response and other aspects of emergency <br />management. He also noted that the city has more certified divers than anywhere else in the state. Mr. Jones <br />then asked how emergency information would be provided to the community, to which Mr. Reynolds replied <br />that all the local television and radio channels would respond to this need according to Federal requirements <br />for emergency broadcasts, and that the City would make use of the 911 Center, which would go into use as an <br />Emergency Command Center with phone and radio communications. Council Member Teague then <br />suggested that information on emergency response and management resources be provided in the next City <br />newsletter. There was no further business from the floor. <br /> <br />Council next considered adoption, on second reading, of Ordinance No. 98-2, mending the City's Terms and <br />Conditions for Electric Service. Council Member Teague asked Mr. Wade Bartlett, Director of Finance, <br />whether anyone had contacted him on the proposed terms and conditions amendments, to which Mr. Bartlett <br />replied that he had received no calls or comments from the public on the matter. Upon motion duly seconded, <br />and by unanimous vote, Council adopted the following on an emergency basis: <br /> <br />CITY OF MARTINSVILLE, VIRGINIA <br /> <br /> ORDINANCE NO. 98-2 <br /> <br />WHEREAS, there is a need to update the City's Terms and Conditions for Electric Service in an effort to <br />provide efficient service to its citizens; now, therefore, <br /> <br /> <br />
