TUESDAY, FEBRUARY 10, 1998 <br /> <br /> the City's Priority 1 list. Mayor Adams noted that environmental certification was a goal on the old <br /> <br /> Martinsville General Hospital site, and said he thought that such certification had already been achieved. Mr. <br /> Reynolds stated that the certification already in place was a local process, and that the one proposed would be <br /> the Federal process as required by the Environmental Protection Agency. Mrs. Haskell stated that she <br /> <br />/~"',. thought such certification was also going to be sought for the former R. P. Thomas Site, and encouraged that <br /> this be included. Mr. Teague stated that this certification should also include the Rives Road site. Mayor <br /> Adams also noted that the size of the site shown for the redevelopment of the old Hospital was only 3.7 acres, <br /> and thought this figure should include the entire site, including Wilson Park. Mrs. Haskell agreed, stating that <br /> this would make the site more grant-competitive. Ultimately, Council reached consensus that they wanted to <br /> have the R.P. Thomas, Rives Road, and old Hospital sites all included in the Priority 1 Projects, with changes <br /> as noted. Staff agreed to bring the Priority List back with these revisions at Council' s next meeting. <br /> <br />Council next heard a presentation from staff regarding the status of parking availability in the Uptown area. <br />Mr. David Reeves, Building Official, presented the information, and demonstrated by comparison with Liberty <br />Fair Mall and the local Wal-Mart Store that parking, as well as proximity issues related to shopping, were as <br />good in the Uptown as in these other areas. Council agreed that this was useful information well presented. <br />Mr. Dallas noted that there was a need for more handicap spaces in the Uptown, and Mrs. Haskell noted the <br />need to paint lines that would mark out the on-street spaces in the Uptown more clearly. <br /> <br />The next item considered by Council was an item brought by Mayor Adams. The Mayor had received a letter <br />from Mrs. Dale Meyers, Chairman of the Loudoun County, Virginia, Board of Supervisors, requesting that <br />the City Council support legislation by Resolution which would request the General Assembly to act to <br />approve up to 50% of funding for local school facility construction projects. The Mayor noted that the <br />Council had already endorsed legislation put forth by Senator Roscoe Reynolds which sought to create a <br />school construction fund by adding one-half cent to the State sales tax.
