3.58 <br /> TUESDAY, FEBRUARY 10, 1998 <br /> <br /> City Ordinance offenses come to the City, and those related to State offenses go to the State and are then <br /> <br /> shared through a formula. Ms. Ziglar again stated that she was seeking a commitment from Council for a <br /> permanent position, regardless of the State's action, and noted that it was against the law for a half-time <br /> attorney in the Commonwealth Attorney' s Office to work privately as an attorney to make up the difference <br /> of full time compensation, so there would be great difficulty in hiring or retaining a part-time lawyer. She <br /> stated that the position would most benefit City residents, and that if approved she would not fill the part-time <br /> post and allow this to revert to vacancy. Mr. Reynolds then commented that it would be unfair to hire <br /> someone into such a situation without some reasonable expectation of continued employment beyond six <br /> months, and that he felt there was a good chance that the Compensation Board would fund the Full time <br /> post. Mr. Dallas complimented Ms. Ziglar on taking the initiative in question, and on her choice of person for <br /> the position. Dr. Crabtree asked whether it was felt that the position was absolutely necessary to protect the <br /> citizens of Martinsville, and the reply was in the affirmative. Upon motion duly seconded, and by unanimous <br /> vote, Council approved the filling of the half-time position on a full-time basis. <br /> <br />Council next considered approval of the City's project priority list for the West Piedmont Planning District's <br />Overall Economic Development Program for 1998-99, thereby endorsing the retention of the City's status as <br />a Redevelopment Area within the Planning District. Mr. Bob Dowd, Executive Director of the WPPDC, was <br />present to discuss the list. Regarding the list, Mayor Adams noted that the funding level for the Clearview <br />Business Park is still shown as $1,878,100, even though the recent contract for the work shown came in at a <br />lower than expected bid. Mr. Reynolds noted that there is a contingency amount built into the project, and all <br />funds may eventually be spent, depending on site conditions and other factors. Mr. Teague noted that the <br />City's industrial park on Rives Road, former site of the W. M. Bassett Furniture Corp., was not named in the <br />priority list, and suggested that it be named and added to the list. Mrs. Haskell agreed, saying that EPA and <br />Brownfield funding should be sought for this, in addition to Community Development Block Grant Funds. <br />Mr. Teague then suggested that both the American of Martinsville and Rives Road sites should be added to <br /> <br /> <br />
