TUESDAY, JANUARY 13, 1998 <br /> being made in collecting money owed to the City by Appalachian Electric Power. Mr. Reynolds responded <br /> <br /> that all members of the Blue Ridge Power Association, including Martinsville, were pushing as hard as <br /> possible to get resolution of this issue. Mayor Adams then noted that, due to rate increases, revenues from <br /> <br /> water and sewer charges should be increasing, and Mr. Bartlett confirmed that they had increased slightly. <br /> <br />?"'lVice-Mayor Crabtree then observed that the City's cash position seemed to be good, with which Mr. Bartlett <br /> agreed. Mrs. Haskell then voiced a desire to have some revenue forecasting work done, and Mayor Adams <br /> asked Mr. Bartlett if he had done such work before. Mr. Bartlett stated that he had, and that he would <br /> provide this type of information in the upcoming budget process. Vice-Mayor Crabtree added that efforts to <br /> improve the City's real estate property values need to continue. Mr. Teague noted that the City had been <br /> spending its money on the right things to accomplish this purpose. The Vice-Mayor observed that not only <br /> was the City's cash position good, but that the Middle School project had been done and money had been put <br /> away to dose the City' s landfill. The Mayor commented that he could recall a time when the City government <br /> had to struggle to meet basic operating expenses, and that things were in much better shape now. Mr. <br /> Reynolds observed that the financial picture would be even better if the State government would pay what it <br /> owes to the City more promptly. <br /> <br />J. 31 <br /> <br />Council next considered the need to set a public hearing on a request by Adkins Construction Corporation for <br />an extension of its Special Use Permit for Royal Oaks Townhouses, at 1810 Spruce Street. Upon motion <br />duly seconded, and by unanimous vote, Council approved the setting of a public hearing for this purpose for <br />its regular meeting on January 27, 1998. <br /> <br />Council next considered the need to adopt, on an emergency basis, Ordinance No. 98-1, amending the City <br />Code to allow the City' s Juvenile and Domestic Relations District Court to collect a $2.00 courthouse <br />maintenance fee, in keeping with the current practice of other district courts. Upon motion duly seconded, <br />and by unanimous vote, Council approved adoption of the following Ordinance, on an emergency basis: <br /> <br /> <br />
