THURSDAY, JANUARY 8, 1998 <br /> <br /> Facility Programming <br /> Site Analysis and Selection <br /> <br /> Site Master Plan <br /> Schematic Design <br /> Design Development <br /> Contract Documents <br /> <br /> Agency Approvals <br /> Bidding and Negotiation <br /> <br /> Construction . <br /> <br /> Move In <br /> <br />Occupancy and Operation <br />Obsolescence and Renovation <br /> <br />Council Member Haskell stated that she had been very impressed with the Direct Supervision Facility that the <br />group toured in Boulder, Colorado, especially such management features as the "Productive Day" approach <br />to keeping inmates busy and involved in positive activities. ShefiffDraper agreed, and stated that the City is <br />now prepared to move forwoxd on its project, having submitted the last update of the required Community <br />Corrections Plan to Department of Corrections (DOC) with 208 beds recommended for construction. <br />Council Member Teague asked the Sheriff what total current number was for inmates for whom he is <br />responsible at this time. The Sheriff replied that the total current number was 137 inmates. Ms. Hopkins <br />noted that this is a lower than usual number also, due to the recent holiday season. Council Member Haskell <br />then asked the Sheriff to discuss the implications of recent news articles citing reductions in crimes and empty <br />prison bed space, relative to the plans for the Martinsville jail. The Sheriff pointed out that the great majority <br />of inmates for which he is locally responsible are not those that have convictions for Category I offenses, the <br />most serious type, for which persons serve sentences in State Prison. His offenders are those who commit <br /> <br /> <br />
