, I <br /> <br /> 115 <br /> .THURSDAY, JANUARY 8, 1998 <br /> A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. <br /> <br /> Adams, Jr. presiding, was held Thursday, January 8, 1998, in the Lower Level Conference Room, City Hall, <br /> beginning at 11:00 A.M. The purpose of the meeting was a Work Session on a report from the Martinsville <br /> team that attended a recent National Institute of Corrections Program in Colorado, and a discussion of <br /> <br />.,"',. Water, Sewer and Electric Service Terms and Conditions. The following members of Council were present: <br /> George B. Adams, Jr., Mayor; Dr. Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; Elizabeth H. Haskell; <br /> and M. Gene Teague. <br /> <br />City Sheriff Steve Draper led the briefing on the results of the recent attendance by a team from Martinsville <br />of a special conference in Longmont, Colorado. The team, consisting of the Sheriff, Jail Director Bart <br />Hampton, Classification Officer Laura Hopkins, City Council Member Elizabeth Haskell, City Development <br />Specialist David Reeves and Assistant City Manager Dewey Cashwell, attended a program provided by the <br />National Institute of Corrections, (NIC) the focus of which was the planning of new jail facilities. Sheriff <br />Draper noted that two of the most important things learned included the facts that the City of Martinsville has <br />done an excellent job of carrying out a planning process for its new facility to this point, very much in keeping <br />with best practices, and that the City has had a good level of public involvement in its project through <br />excellent media coverage and public process. The Sheriff then reviewed the NIC recommended Facility <br />Development Process, noting that Martinsville staff and elected officials had completed every step up to <br />Design Development, and were in the process of finishing this step now. The Sheriff covered the following <br />Facility Development Process steps in detail and sequence, citing the City's choices and actions throughout <br /> <br />the course of events: <br /> <br />FACILITY DEVELOPMENT PROCESS <br /> Needs Assessment <br /> <br />Feasibility Study <br /> <br />Consultant/Architect Selection <br /> <br /> <br />
