Councilmember Teague stated that a new, modern rate will be an incentive to <br />increase efficiency. Vice-Mayor Crabtree said a reward system would be good for those <br /> <br />agencies saving money. <br /> <br />II. Comprehensive Services Act <br /> <br />City Council requests that the formula used to allocate these fimds be revised to use the 1992 <br />funding as the base year. Presently, the formula uses 1995 as its base year which has <br />pen3lized agencies which have found creative ways to save money during the early years of <br />the new program. For the City, the original pool allocation of $329,000 has been reduced to <br />$151,000 with the shortfall now being made up with local funds. Senator Reynolds told <br />Councfi that he voted against this act because he anticipated problems such as this one. <br /> <br />Under items not on the agenda, Councilmember Teague thanked Senator Reynolds for the <br />past support given to the City on legislative issues. Senator Reynolds reiterated that he will <br />do everything possible to support the views of Councfi that were shared with him during this <br />meeting. <br /> <br />There being no further business to come before Council, upon motion duly seconded, by unanimous vote, <br /> <br />Mayor Adams declared the meeting adjourned. <br /> <br />Clarence C.
