TUESDAY, NOVEMBER 25, 1997
stated that the Virginia Department of Criminal Justice Services, through the Edward Byrne Memorial, had

awarded the grant requested to the City, in the amount of $42,898, which required a local match in the
amount of $14,300. The Sheriff noted that the matching funds would come from revenue derived from his
Electronic Incarceration Program, which had been received from program participants. Councilmember
Teague noted that this was a good use of such funds, and a good reinvestment of the moneys received from
the E. I. P. Program, and expressed his hope that these efforts would help reduce the number of repeat
offenders in the jail. Vice-Mayor Crabtree noted the unique nature of the partnership in the program
proposed, with professional clinical services being rendered within the Sheriff's operation. Upon motion duly
seconded, and by unanimous vote, Council approved acceptance of the .grant funds, in the amount of
$42,898, to be placed into an appropriate Revenue Account and appropriated to the Sheriff's budget in the
General Fund. Within this same action Council authorized $14,300, the City's local match, to be drawn from
Revenue Account 01-000500-1502015--Rental/SheriffEIP Equipment, for expenditure in the SherifFs
budget in the General Fund.

Council next considered adoption of a Resolution authorizing the City Manager to execute a Quitclaim Deed
conveying 0. 120 acres of land to Glazed Products, Inc. in the Martinsville Industrial Park. Upon motion duly
seconded, and by unanimous vote, Council adopted said Resolution, as follows:

RESOLUTION

WHEREAS, by that certain deed of record in the Clerk's Office of the Circuit Court of Henry County in
Deed Book 179 at Page 189, the City of Martinsville, Virginia, conveyed to Norfolk Southern Railway
Company, or its predecessor, that certain tract or parcel of land measuring 260 feet in length and 20 feet in
width, containing 0. 120 acre, for use as a railroad siding; and

WHEREAS, said deed provided that in the event of the abandonment of said siding by said railway company
that title thereto would revert back to the City of Martinsville, Virginia; and

WHEREAS, said railway company has in fact abandoned said siding and the title thereto has therefore
reverted to the City of Martinsville, Virginia; and
