Mr. Reynolds
then reminded Council of their meeting with the County Board of Supervisors at 5:00 PM on October 23, and
the ribbon cutting at the new Social Services Building at 4:00 PM on that same date. Mr. Reynolds stated that Ms. Joyee Martin, the Director of the
operation, is committed to that practice. Mayor Adams then reminded everyone that the Council members
would all be attending the Virginia Municipal League annual meeting in Hampton, Virginia on October 19-21.

Following the above discussion, and in accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA
(1950, and as amended) and upon motion, duly seconded, and by unanimous recorded vote, Council convened
in Executive Session for the purpose of discussing the following matters: (A.) Possible acquisition of real
property for public use, as authorized by Subsection 3; (B.) Possible acquisition of property for public use, as
authorized by Sub section 3; (C.)
