23 . <br /> <br />TUESDAY, AUGUST 26, 1997 <br /> <br />the name of the Southside Park facility to "The Southside Park-Herbert O. Hughes Complex". Mr. John <br /> <br />Holmes, Treasurer of the Recreation Association, then came forward to relate the history and contributions of <br />Mr. Hughes to the recreation programs, activities, and facilities of the Martinsville community. Following <br />this presentation, which related the highlights of more than 32 years of service to the community, Mr. Frith <br />then read his letter of request to Mr. Reynolds for the name change of the Park. Other members of the <br />Recreation Association who were present to support this request included Mr. L.D. Oakes, Mr. Layfayette <br />Jones, Mr. David Rogers, Mr. Davis Walker, Mr. Clyde Williams, Mr. Robert C. Hall, and Councilmember <br />Bruce Dallas. Sheriff Steve Draper also spoke in support of the resolution. Subsequently, upon motion duly <br />seconded, and by unanimous vote, approved the following resolution honoring Herbert O. Hughes and <br />approving the name change of Southside Park: <br /> <br /> RESOLUTION <br /> <br />WHEREAS, the City of Martinsville enjoys the reputation of providing progressive recreational programming for its <br />citizens; and <br /> <br />WItEREAS, these recreation programs consist of baseball, softball, basketball, football, supervised summer <br />playground activities, park shelters, playground facilities, and tennis courts, which has involved the planning, <br />designing, constructing and maintaining of various facilities as well as scheduling and organizing such activities for <br />our citizens; and <br /> <br />WHEREAS, the leadership and operation of such a program has required the solicitation of cooperation from many <br />individuals and organizations who have responded by volunteering their time and providing finances to help <br />implement these services; and <br /> <br />WHEREAS, the City has been fortunate to have had a capable person to implement and provide leadership for this <br />very important service to our citizens, whether they are participants or spectators; and <br /> <br />WHEREAS, Herbert O. Hughes served as the Director of Parks and Recreation from June 14, 1965, to October I, <br />1991, and has continued to serve the City as Consultant Director of Recreation from October 1, 1991, until August 31, <br />1997, overseeing the day-to-day activities of the Department; and <br /> <br />WHEREAS, Mr. Hughes was instrumental in the development of the 37-acre Southside Park, which consists of four <br />ball diamonds (three of which are lighted), a multi-purpose basketball/tennis court, restroom facilities, picnic shelter, <br />concession/broadcast facility, playground, and spectator seating for 1,000; and <br /> <br />WHEREAS, the Martinsville Community Recreation Association, Inc., has requested that City Council rename the <br />Southside Park and that it be designated the "Southside Park - Herbert O. Hughes Complex"; now, therefore, <br /> <br /> <br />
