TUESDAY, JUNE 24, 1997
Supervisors give conceptual agreement to this expenditure as long as
the proposals did not exceed the budgeted amount of $80,000. Following
consultation with City Attorney David Worthy, the City Council unani-
mously approved Mr. Reeves' request. On the advice of Mr. Summerlin,
the Board agreed that it would act on'this matter at a later date.

Upon motion, duly seconded and unanimous approval, Council and the

Board adopted the following joint Resolution requesting legislative

changes regarding compensation of Social Services Board Members:

WHEREAS, Section 63.1-47 of the Code of Virginia specifies each member
of the local Social Services Board of a county, city, or district shall
be paid his necessary travelling and other expenses incurred when
attending meetings, or otherwise while engaged in the discharge of his
duties as such member; and

WHEREAS, in addition to such expenses, the council or governing body of
each city may, out of the general fund of such city, pay to each member
of the local board of such city, as compensation for servioes as such
member, not in excess of $600 per year; and

WHEREAS, in any county the amount of such compensation may be fixed by
the governing body of such county; and

WHEREAS, no county or city shall be reimbursed out of either State or
Federal funds for any part of such compensation paid; and

WHEREAS, Henry County and the City of Martinsville have established a
joint Social Services Agency to serve the two localities; and

WHEREAS, the Board and council established an administrative board with
a total of nine members and desire to compensate members equitably for
service; now, therefore;

BE IT RESOLVED by the Henry County Board of Supervisors and
Martinsville City Council that, on this 24th day of June, 1997, the
Board and Council hereby request the General Assembly delegation to
introduce a bill to amend Section 63.1-47 of the Code of Virginia to
allow the Board and Council to fix compensation of Social Services
Board Members at the level they deem appropriate.

For the record, Councilman Teague stated that CounCil's approval of the
Resolution did not mean that the Joint Board's compensation would be
adjusted. Councilman Teague's statement of clarification was acknow-
ledged by '~hairman Jack Dalton.
