1.68 <br /> <br />TUESDAY, MAY 27, 1997 <br /> <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Vice-Mayor Mark A. Crabtree presiding, was <br />held Tuesday, May 27, 1997 in the Council C~amber, City Hall beginning <br />at 7:00 P.M. The following members of Council were present: Mark A. <br />Crabtree, Vice-Mayor; Bruce H. T. Dallas; Elizabeth H. Haskell; and M. <br />Gene Teague. Absent was Mayor George B. Adams, Jr., who was away from <br />the City. <br /> <br />After the invocation, followed by Vice-Mayor Crabtree's cordial welcome <br />to visitors present, Council considered recognition of participants in <br />the Clean Community Operation Spruce Up activities. The Vice-Mayor <br />noted the presence of Carolyn Turner, a teacher at Martinsville Middle <br />School, who introduced Middle School student Ubed Haq, who in turn <br />accepted a certificate on behalf of approximately 50 students of the <br />Middle School. Jennie Hinson, Clean Community Coordinator, noted other <br />groups that had participated in the activities, which were held April <br />19, 1997. All members of Council expressed appreciation to those who <br />participated in the Spruce Up Day. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved, as <br />circulated, the minutes of its meeting held May 13-15, 1997. <br /> <br />Council considered conducting a public hearing on an amendment to the <br />FY 96-97 Budget to increase Refuse Fund expenditures by $728,000 to <br />provide for the development of Clearview Business Park. City Manager <br />Earl .B. Reynolds, Jr. noted this matter had been initially approved <br />during the April 22, 1997 meeting, however, it had since been <br />discovered that State Code provides that a public hearing must be held <br />for any supplemental appropriation which exceeds 1% of the total <br /> <br /> <br />
