THURSDAY, MAY 15. 1997
Project.

The meeting was then recessed.

The meeting was reconvened Thursday, May 15, 1997 in the Council
Chamber, City Hall, beginning at 9:00 a.m. All members of Council were
present.

Council considered approval, on first reading, of Ordinance No. 97-6
amending the Terms and Conditions for Water and Sewer Service related
to water and sewer rates. The Mayor noted the proposed Ordinance
contained a minimum water rate of $8.00 per month (an increase of
82.60) and a minimum sewer rate of S6.00 per month (an increase of
$3.40). Vice-Mayor Crabtree made a motion to reduce the water service
minimum charge to $6.70. This motion was seconded by Council Member
Dallas. In response to a question, Finance Director Richard Fitts
stated the proposed reduction would result in a revenue loss of
$130,895. Also in response to a question, Mr. Reynolds suggested the
lost revenue be replaced with a transfer from the Electric Fund. The
motion was carried by unanimous vote and the Ordinance was approved, as
amended, on first reading.

Upon motion, duly seconded and by unanimous vote, Council approved, on
first reading, Ordinance No. 97-7 amending Chapter 18--Solid Waste,
Article II--Refuse, Section 18-24--Fee Schedule, of the City Code
related to refuse collection fees. The Ordinance provided for an
increase in the monthly residential collection fee from 86.00 to $7.50,
an increase in the commercial dumpster empty fee from $14.50 to $15.50,
and an increase in the collection fee for businesses not using
