TUESDAY. MAY 13. 1997
Cinergy were present to respond to several questions from the public
regarding the power supply agreements. Mr. Madden noted the Blue Ridge
Power Agency had received proposals from 21 different suppliers in
response to its Request for Proposals. The Power Supply Agreement
provides for a 7-year term beginning July 1, 1998. A motion and a
second were made to authorize the City Manager to execute the two
agreements. In response to a question from a member of the public as
to whether savings under the proposed contract would be passed on to
consumers, Mayor Adams stated that there currently was no specific plan
as to what will be done with the savings. The motion was then carried
by unanimous vote.

Council considered authorizing the City Manager to execute a Lease and
Concession Agreement with the Martinsville Phillies Professional
Baseball, Inc. related to the use of Hooker Field. Assistant City
Manager Dewey Cashwell summarized the major provisions of the
Agreement, noting that it provided for annual rent of $21,897 and was
a one-year lease with a one-year optional renewal. Council Member
Dallas stated he did not believe the lease amount was sufficient and
would therefore oppose approval of this item. In response to a
question from Council Member Haskell, Mr. Cashwell stated the Agreement
recovered the City's costs, but did not generate a profit. Upon
motion, duly seconded and by a vote of 4-1 (Council Member Dallas

opposing), Council authorized the City Manager to execute the
Agreement.

Council then conducted a public hearing on the City's advertised Budget
for Fiscal Year 1997-98, including establishing tax rates.
