MONDAY, MAY 5, 1997 <br />A special and duly called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Monday, May 5, 1997 at the Henry County Administration Building, <br />Kings Mountain Road, beginning at 4:00 P.M. The following members of <br />Council were present: George B. Adams, Jr., Mayor; Mark A. Crabtree, <br />Vice-Mayor; and Bruce H. T. Dallas. Absent were Council Members <br />Elizabeth H. Haskell and M. Gene Teague, who were away from the City. <br /> <br />Also present were the members of the Henry County Board of Supervisors: <br />Jack E. Dalton, Chairman; R. E. "Mike" Seidle, Jr., Vice Chairman; <br />Debra Parsons Buchanan; Paula Burnette; Samuel J. Pilson; and H. G. <br />Vaughn. <br /> <br />County Administrator Sidney Clower noted the purpose of the joint <br />meeting was to consider authorizing the City and County administrative <br />staffs to enter into contract negotiations resulting in an award of <br />contract for Phase I of the renovation of the new City/County Social <br />Services Department building. <br /> <br />David Reeves, Development Specialist, stated two proposals were <br />received in response to the joint request for proposals issued by the <br />City and County. Phase I consisted of four elements: selected <br />demolition, roof replacement, carpet purchase, and purchase of doors <br />and related hardware. It was noted that these elements of the overall <br />renovation plan were selected as Phase I so that they could be <br />completed by May 31. If the project is completed by May 31, the <br />pro3ect will be eligible for 846,000 in State funding. Mr. Reeves <br />noted two proposals had been received: Street Construction (8119,000) <br />and Frith Construction (S136,133). Mr. Reeves recommended the two <br /> <br /> <br />
