APRIL 17, 1997 <br /> <br />In reviewing the budget for the Transportation Safety Commission, it <br />was noted that S10,000 budgeted for the Spruce Street, Sprucedale <br />Street, Brookdale Road traffic study was also included in the <br />Engineering Division budget, which was a duplication. <br /> <br />Council heard a presentation from Human Resources Manager Lisa Ernest <br />regarding the Pay and Compensation Plan market survey which had <br />resulted in a recommendation for an average 4% salary increase for City <br />and School Division employees. The survey indicated a 7% ad3ustment <br />would be more reflective of market conditions. Information on a survey <br />of employee benefit packages was also presented to Council. Vice-Mayor <br />Crabtree expressed concern regarding whether Council could afford to <br />fund the requested 4% increase due to the VRS rate increase, which will <br />cost the City an additional 2.6% of payroll for all non-School Division <br />employees. <br /> <br />Council reviewed the budgets of the Commissioner of Revenue and <br />Commonwealth's Attorney. J. Ronnie Minter, Commissioner of Revenue, <br />and J. Randolph Smith, Commonwealth's Attorney, were present to respond <br />to questions from Council members. <br /> <br />The next budget to be reviewed was that of the City Sheriff. Sheriff <br />Steve Draper was present to respond to questions from Council members. <br />Finance Director Fitts stated the Sheriff's .net local cost in the <br />budget request was approximately $353,000 greater than the current <br />fiscal year. Sheriff Draper pointed out that the net local cost may <br />have been greater if the 3all addition were not being built. Sheriff <br />Draperstated he was requesting the following additional personnel: 10 <br />correctional officers, 1 cook, 1 paramedic/classification officer, and <br /> <br /> <br />
