MONDAY, APRIL 14, 1997 <br /> <br />overall departmental budget reflected a reduction of over $47,000, <br />which Finance Director Richard Fitts attributed mainly to the Federal <br />and State asset forfeitures which were received during FY 96-97 not <br />being budgeted for FY 97-98. Mr. Fitts noted it was not possible to <br />anticipate what level of funds may be received from these sources. <br />Chief Edwards responded to numerous questions from Council members <br />regarding specific aspects of the proposed budget. <br /> <br />Council reviewed the budget of the Community Development Department. <br />Assistant to the City Manager for Development Thomas Harned was present <br />to make a presentation on departmental activities and to respond to <br />questions from Council members. Mr. Harned reminded those present that <br />a neighborhood meeting would be held at the R. P. Thomas site on April <br />21 at 6:00 P.M. Mr. Harned also noted that a new "Welcome to <br />Martinsville" sign would be unveiled on April 18. Mr. Harned noted <br />that the budget reflected the moving of one position from the <br />Inspection Division to the position of Associate Planner due to the <br />reorganization which occurred following the resignation of Building <br />Official Joel Baker. In response to a question from Council Member <br />Haskell, Mr.~Harned stated that demolition of the R. P. Thomas property <br />and the old hospital property were not included in his budget. Mr. <br />Reynolds stated these projects were included in 'the capital <br />improvements plan presented at the first budget work session. Mr. <br />Harned noted the budget contained funding for a design of a <br />comprehensive signage program for the City at a cost of $5,000. <br /> <br />Council completed the work session with a review of the proposed <br />General Fund Public Works Department budget.
