MONDAY. APRIL 14. 1997 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Monday, April 14, 1997 in the Council Chamber, City Hall, <br />beginning at 3:00 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />The purpose of the meeting was to continue Council's review of the City <br />Manager's proposed FY 97-98 Budget. Mayor Adams began the meeting by <br />suggesting that Council request information on the impact of a 4% <br />reduction of the local portion of all City budgets. Council Member <br />Dallas suggested this be increased to 5%. City Manager Earl B. <br />Reynolds, Jr. noted he had instructed all City departments under his <br />jurisdiction to submit information on the impact of a 10% reduction in <br />their budgets. Council Member Haskell stated she hoped Council would <br />be provided with options when she originally requested the 10% <br />reduction scenarios, noting that she had also requested this <br />information from the School Superintendent. After much discussion, it <br />was the consensus of Council that the City Manager could submit budget <br />reduction scenarios at whatever percentage he felt appropriate. <br /> <br />Council then continued its review of departmental budgets. David <br />Edwards, Chief of Police, was present to make a presentation and to <br />respond to questions from Council members regarding the FY 97-98 Police <br />Department budget. Chief Edwards reviewed the numerous community- <br />oriented programs the Department was involved in, including community- <br />oriented policing, citizens' police academy, D.A.R.E., School Resource <br />Officer, etc. The Chief noted these programs would be the first to be <br />cut in the event that an overall departmental cut was made.
