TUESDAY, MARCH 25. 1997 Draper, 816 Keel Street, cited a dangerous drop-off for pedestrians at the end of the Starling Avenue bridge; she also stated that clean-up needed to occur in the woods in an area near the bridge; (8) Edna Campbell cited low water pressure on Forest Street; (9) Ruby Matherly, 1054 Graves Street, stated that property located on both sidesof her residence needed clean-up; (10) Ralph Draper complained about persons parking on sidewalks; and (11) Thelma Pinkard stated that Union Street and Aaron Street were in need of paving. All members of Council expressed appreciation to those in attendance for expressing their views. Council Member Haskell requested Council be provided with a follow-up report on the concerns expressed by the citizens. Council considered a presentation by the Police Department of the 1996 Citizen of the Year Award. Chief'of Police David Edwards presented the Award to Fred Martin and Tim Martin for their contributions toward Uptown revitalization and their support for the Police Department, particularly the new Mounted Patrol Unit. Upon motion, duly seconded and by unanimous vote, Council adopted, on second reading, the following Ordinance No. 97-4: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled March 25, 1997, that it does hereby amend Chapter 5--Animals and Fowl, Article II--Keeping of Livestock and Fowl, Section 5-18--Keeping of Other Livestock and Poultry Prohibited; Exception, of the City Code by adding paragraph (c), as follows: Sec. 5-18. Keeping of other livestock and poultry prohibited; exception. (a) It shall be unlawful for any person to keep within the city any horse, mule, cow, donkey, chicken, turkey, duck, or other like animal classified as livestock or fowl. (b) The provisions of this section shall not apply to the keeping of any waterfowl in a natural habitat environment on any lake or pond, natural or manmade, larger than five (5) acres in area.
