TUESDAY, MARCH 25. 1997 <br /> <br />Draper, 816 Keel Street, cited a dangerous drop-off for pedestrians at <br />the end of the Starling Avenue bridge; she also stated that clean-up <br />needed to occur in the woods in an area near the bridge; (8) Edna <br />Campbell cited low water pressure on Forest Street; (9) Ruby Matherly, <br />1054 Graves Street, stated that property located on both sidesof her <br />residence needed clean-up; (10) Ralph Draper complained about persons <br />parking on sidewalks; and (11) Thelma Pinkard stated that Union Street <br />and Aaron Street were in need of paving. All members of Council <br />expressed appreciation to those in attendance for expressing their <br />views. Council Member Haskell requested Council be provided with a <br />follow-up report on the concerns expressed by the citizens. <br /> <br />Council considered a presentation by the Police Department of the 1996 <br />Citizen of the Year Award. Chief'of Police David Edwards presented the <br />Award to Fred Martin and Tim Martin for their contributions toward <br />Uptown revitalization and their support for the Police Department, <br />particularly the new Mounted Patrol Unit. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />second reading, the following Ordinance No. 97-4: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled March 25, 1997, that it does hereby amend <br />Chapter 5--Animals and Fowl, Article II--Keeping of Livestock and Fowl, <br />Section 5-18--Keeping of Other Livestock and Poultry Prohibited; <br />Exception, of the City Code by adding paragraph (c), as follows: <br /> <br />Sec. 5-18. <br /> <br />Keeping of other livestock and poultry prohibited; <br />exception. <br /> <br /> (a) It shall be unlawful for any person to keep within the city <br />any horse, mule, cow, donkey, chicken, turkey, duck, or other like <br />animal classified as livestock or fowl. <br /> <br /> (b) The provisions of this section shall not apply to the keeping <br />of any waterfowl in a natural habitat environment on any lake or pond, <br />natural or manmade, larger than five (5) acres in area. <br /> <br /> <br />
