TUESDAY. MARCH 25. 1997
A regular, semi-monthly meeting of the Council of the City of
Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was
held Tuesday, March 25, 1997 at the Virginia Museum of Natural History,
Douglas Street, beginning at 7:00 P.M. All members of Council were
present: George B. Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor;
Bruce H. T. Dallas; Elizabeth H. Haskell; and M. Gene Teague.

After the invocation, followed by Mayor Adams' cordial welcome to

visitors present, Council approved the minutes of its meetings of March

6 and 11, 1997 as circulated.

Council then conducted a Neighborhood Town Meeting. The following
.individuals made comments: (1) James Crigger, 1122 S. Askin Street,
asked for increased police patrols at the intersection of Memorial
Boulevard, Starling Avenue and S. Askin Street; (2) Ralph Draper, 816
Keel Street, said the City didn't enforce its property maintenance
ordinances, citing two burned houses in the 500 block of E. Church
Street that needed to be removed; Mr. Draper also stated that the
Southside Fire Station is not manned during the day and sometimes is
not manned at night; (3) Glaydean Miller, 10 Aaron Street, cited
problems with a house located at 16 Aaron Street and a building on
Broad Street that had burned; (4) a Mrs. Ayers noted problems relating
to property maintenance on Summit Street, Oak Street, and Graves
Street; (5) John Joyce, 1048 Oak Street, inquired as to whyenforcement
of the property maintenance ordinances was in response to citizen
complaints; several members of Council noted that this was intentional
so that the City would direct its efforts toward properties that were
most problematic to citizens; (6) Thelma Pinkard, 208 Park Street,
urged the Council members to visit all areasof the City; (7) Marjorie
