TUESDAY, JANUARY 28, 1997 <br />public well in advance of the Council meeting where a vote will be <br />taken. Several Council members expressed support for the proposal <br />offered by Council Member Haskell. Council agreed to refer this issue <br />to the City Manager for review and recommendation. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council accepted <br />85,000,000 received from the State Literary Fund for improvements to <br />Martinsville Middle School and appropriated the funds to the School <br />Improvements line item in the School Fund. Finance Director Richard <br />Fitts noted that the funds would be used to pay off 83.8 million in <br />Industrial Development Authority bonds which were issued as interim <br />financing for the project. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved a <br />change in the starting time of Council's regular meetings from 7:30 <br />P.M. to 7:00 P.M. beginning with the February 11, 1997 meeting. <br /> <br />Council acknowledged a financial report for the month ending 12/31/96. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Resolution: <br /> <br />WHEREAS, the City of Martinsville and the County of Henry have been <br />working cooperatively to improve the economic climate of the region; <br />and <br /> <br />WHEREAS, in a directed effort to enhance private sector job creation <br />activities, the City and the County have agreed to establish a jointly- <br />owned business park; and <br /> <br />WHEREAS, the foundation of the jointly-owned business park is the <br />creation of a revenue sharing agreement; and <br /> <br />WHEREAS, joint revenue sharing agreements between counties and cities <br />are prohibited by current State law except the county subject such <br />agreement to referendum; and <br /> <br /> <br />
