TUESDAY, JANUARY 28, .1997 <br />relatives of patients residing in the Rehabilitation Center. Mr. Knox <br />noted the Planning Commission had unanimously voted to recommend the <br />Special Use Permit be granted. Mayor Adams then declared the public <br />hearing open. W. Andrew Dickenson, General Manager and CEO of the <br />Rehabilitation Center, presented an overview of the project, which he <br />stated would transform the facility from a nursing home to a retirement <br />center. Also present was facility architect, Bo Russ, who responded to <br />questions from Council Members regarding features of the proposed <br />development. Mr. Dickenson stated the pro3ect would result in the <br />creation of 25-100 new jobs and would involve an investment of 86-8 <br />million. Tom Harned, Assistant to the City Manager for Development, <br />spoke in support of the project from an economic development <br />perspective. There being no other comments, Mayor Adams declared the <br />public hearing closed. Upon motion, duly seconded and by unanimous <br />vote, Council granted the Special Use Permit subject to two conditions: <br />that both entrances into the development meet the City's fire and <br />safety requirements and that construction begin within six months from <br />the date of the issuance of the Special Use Permit. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />second reading, the following Ordinance No. 97-2: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled January 28, 1997, that it does hereby amend <br />its City Code, Chapter ll--Licenses, Section ll-1--Business, <br />Professional, and Occupational License, Subsection L--License Taxes, 3 <br />and 4 related to Financial Services, as follows: <br /> <br />L. For real estate and professional services and financial <br />services other than licenses under the Consumer Finance Act, Chapter 6 <br />of Title 6.1 of the Code of Virginia (Section 6.1-244 et seq.), 58 <br />cents per $100 of gross receipts. <br /> <br /> 4.
