TUESDAY. JANUARY 28. 1997 <br /> <br />A regular, semi-monthly' meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, January 28, 1997 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its January 14, 1997 <br />meeting as circulated. <br /> <br />Service awards were presented to a number of City employees who <br />completed five-year increments of service during the period July- <br />December, 1996. A listing of the awards is attached to these minutes. <br /> <br />The presentation of retirement stipends to Walter Lewis Reeves, Fire <br />Department, 1968-1996, and Melvin Neal Haymore, Water Resources <br />Department, 1974-1996, was noted (both individuals could not attend the <br />meeting). <br /> <br />Council recognized the service of Roy E. Frith, Board of Zoning <br /> <br />Appeals, 1968-1996. <br /> <br />Council considered conducting a public hearing on a request by Liberty <br />Healthcare, owner of the Blue Ridge Rehabilitation Center, for a <br />Special Use Permit to construct 80 assisted living units, 53 <br />independent living units, and a clubhouse at .300 Blue Ridge Street. <br />Planning, Zoning, and Housing Manager Wayne Knox stated the proposed <br />project had received praise from adjoining property owners and from <br /> <br /> <br />
