TUESDAY, JANUARY 14, 1997 BE IT FURTHER RESOLVED that said Council does hereby authorize the City Manager to execute the grant application and other documents related to Phase I--Development--of the Clearview Business Park. Council considered adoption of a Resolution which would allow the City Administration to submit an ISTEA Grant Application to the Virginia Department of Transportation. David Reeves, Community Development Specialist, explained the City had received planning funds for a pro3ect to construct an interpretive pedestrian trail and visitors' center, including streetscape improvements as part of a plan to acquire and reconstruct the old Danville and Western Railway corridor located in the Liberty/Franklin Street area of Uptown. The proposed Resolution would provide for the next phase of the pro3ect. Mr. Reeves stated the City's 20% match would be provided through in-kind services. Upon motion, duly seconded and by unanimous vote, the following Resolution was adopted: WHEREAS, in accordance with Commonwealth Transportation Board construction allocation procedures, it is necessary that'a request by resolution be received from the local government or state agency in order that the Virginia Department of Transportation program funds for an enhancement pro3ect in the City of Martinsville; and WHEREAS, Martinsville City Council, in regular session assembled January 23, 1996, requested the Commonwealth Transportation Board to establish a pro3ect for the planning, acquisition and reconstruction of the existing Danville and Western railway corridor for an interpretive pedestrian trail and visitor's center including appropriate streetscape improvements; now, therefore, BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled January 14, 1997, that it does hereby request the Commonwealth Transportation Board to assist with additional funding of a project for the planning, acquisition and reconstruction of the existing Danville and Western railway corridor for an interpretive pedestrian trail and visitor's center including appropriate streetscape improvements; and BE IT FURTHER RESOLVED that said City Council hereby agrees to pay twenty percent of the total cost for planning and design, right-of-way, and construction of this project, and that if the City of Martinsville subsequently elects to cancel this project, the City of Martinsville hereby agrees to reimburse the Virginia Department of Transportation for the total amount of the costs expended by the Department through the date the Department is notified of such cancellation.
