TUESDAY, JANUARY 14, 1997 <br /> <br />BE IT FURTHER RESOLVED that said Council does hereby authorize the City <br />Manager to execute the grant application and other documents related to <br />Phase I--Development--of the Clearview Business Park. <br /> <br />Council considered adoption of a Resolution which would allow the City <br />Administration to submit an ISTEA Grant Application to the Virginia <br />Department of Transportation. David Reeves, Community Development <br />Specialist, explained the City had received planning funds for a <br />pro3ect to construct an interpretive pedestrian trail and visitors' <br />center, including streetscape improvements as part of a plan to acquire <br />and reconstruct the old Danville and Western Railway corridor located <br />in the Liberty/Franklin Street area of Uptown. The proposed Resolution <br />would provide for the next phase of the pro3ect. Mr. Reeves stated the <br />City's 20% match would be provided through in-kind services. Upon <br />motion, duly seconded and by unanimous vote, the following Resolution <br />was adopted: <br /> <br />WHEREAS, in accordance with Commonwealth Transportation Board <br />construction allocation procedures, it is necessary that'a request by <br />resolution be received from the local government or state agency in <br />order that the Virginia Department of Transportation program funds for <br />an enhancement pro3ect in the City of Martinsville; and <br /> <br />WHEREAS, Martinsville City Council, in regular session assembled <br />January 23, 1996, requested the Commonwealth Transportation Board to <br />establish a pro3ect for the planning, acquisition and reconstruction of <br />the existing Danville and Western railway corridor for an interpretive <br />pedestrian trail and visitor's center including appropriate streetscape <br />improvements; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled January 14, 1997, that it does hereby request <br />the Commonwealth Transportation Board to assist with additional funding <br />of a project for the planning, acquisition and reconstruction of the <br />existing Danville and Western railway corridor for an interpretive <br />pedestrian trail and visitor's center including appropriate streetscape <br />improvements; and <br /> <br />BE IT FURTHER RESOLVED that said City Council hereby agrees to pay <br />twenty percent of the total cost for planning and design, right-of-way, <br />and construction of this project, and that if the City of Martinsville <br />subsequently elects to cancel this project, the City of Martinsville <br />hereby agrees to reimburse the Virginia Department of Transportation <br />for the total amount of the costs expended by the Department through <br />the date the Department is notified of such cancellation. <br /> <br /> <br />
