For each minute of waiting time .......... 0.~n 0 40 <br /> <br /> There shall be no charge for extra passengers or handbags. <br /> <br />Council considered adoption, on an emergency basis, of Ordinance No. <br />97-1 granting a six-month temporary Cable Franchise between the City <br />and Adelphia Cablevision. Assistant City Manager Dewey P. Cashwell <br />explained that more time was needed to conduct negotiations between the <br />City and Adelphia regarding various aspects of the new Franchise <br />Agreement. In response to a question from Council Member Dallas, Mr. <br />Cashwell said the City had no control over cable rates, other than the <br />basic tier. Mr. Cashwell stated that negotiations should be completed <br />prior to the expiration of the six-month temporary Franchise. Upon <br />motion, duly seconded and by a vote of 4-1 (Council Member Dallas <br />opposing), Council adopted the following Ordinance No. 97-1: <br /> <br />WHEREAS, the City of Martinsville, Virginia by its ordinance enacted <br />December 10, 1991 to become effective on January 1, 1992 granted <br />Adelphia Cablevision a franchise to use property of the City of <br />Martinsville for a period of five years ending on December 31, 1996, <br />and, <br /> <br />WHEREAS, the City of Martinsville and Adelphia Cablevision have been <br />involved in negotiating a new franchise agreement in conjunction with <br />Henry County, Virginia, but that said negotiations have not as yet <br />culminated in a new franchise agreement, and a necessity exists to <br />enact a temporary franchise until a new franchise agreement is <br />effected, <br /> <br />NOW THEREFORE, BE IT 0RDAINED by the Council of the City' of <br />Martinsville, Virginia in regular session held on Januaryl4, 1997 that <br />the provisions of the aforesaid ordinance and ofthe franchise granted <br />thereby to Adelphia Cablevision be, and the same hereby are enacted to <br />take effect on January 1, 1997 through June 30, 1997. <br /> <br />BE IT FURTHER ORDAINED that an emergency exists and that this ordinance <br />shall become effective immediately. <br /> <br />Council considered approval, on first reading, of Ordinance No. 97-2 <br />amending Chapter ll--Licenses, Section ll-1--Business, Professional, <br />and OCcupational License (BPOL), Subsection L--Licenses Taxes, 3 and 4 <br />related to Financial Services.
