TUESDAY, JANUARY 14. 1997 <br /> <br />Stones provides services that are for the common good of the <br />public. <br /> <br />No part of the activities of Stepping Stones involves the <br />carrying on of propaganda or otherwise attempting to influence <br />legislation. <br /> <br />No rules, regulation, policy or practice of Stepping Stones <br />discriminates on the basis of religious conviction, race, sex <br />or national origin. <br /> <br />It is our belief that the revenue impact on the City of <br />Martinsville would be minimal at best for the services pro- <br />vided by Stepping Stones and how it benefits the City of <br />Martinsville and the County of Henry. <br /> <br />Stepping Stones is organized as a non-profit organization and <br />a non-stock corporation; and <br /> <br />WHEREAS, the current assessed value of the real property owned by <br />Stepping Stones is $119,500, which would result in a real estate tax <br />loss for the City of Martinsville of Sl,003.80 annually, based on the <br />current tax rate of $0.84 per one hundred dollars of assessed value; <br />now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled January 14, 1997, thatit does hereby support <br />the request by Stepping Stones, Inc. and urges the Virginia General <br />Assembly to favorably consider its request for real estate tax <br />exemption as a charitable organization. <br /> <br />Council considered conducting a public hearing and accepting and <br />appropriating funding received from the U. S. Department of Justice for <br />police operations and equipment. Chief of Police David Edwards said a <br />special condition of the grant was conducting a public hearing on the <br />proposed use of the funds received. Chief Edwards noted funds would be <br />used to purchase equipment and to fund overtime for police officers. <br />Mayor Adams then declared the public hearing open. There being no <br />comment from the public, Mayor Adams declared the public hearing <br />closed. Upon motion, duly seconded and by unanimous vote, Council <br />accepted 827,294 in grant funds and appropriated them, along with <br />$3,033 in local matching funds to a Special Police Fund to be <br />established by the Director of Finance. <br /> <br /> <br />
