4G <br /> <br />TUESDAY, DECEMBER 10, 1996 <br /> <br />increased annual cost for the City was said to be $4,410, which covers <br />training for the Police Department, Sheriff's Department and Prison <br />Farm. In response to a concern expressed by Council Member Dallas, <br />Chief Edwards said he felt the facility would be available for use by <br />the public when not in use for training purposes. Upon motion, duly <br />seconded and by unanimous vote, the following Resolution was adopted: <br /> <br />WHEREAS, the training of law enforcement personnel is an essential and <br />vital function; and <br /> <br />WHEREAS, it is desirable that the City of Martinsville have available <br />to it the most efficient and cost-effective training possible; and <br /> <br />WHEREAS, this contingency is provided for by the attached proposed <br />agreement between the Cities'of Danville and Martinsville, the Counties <br />of Henry, Patrick and Pittsylvania, and the Towns of Chatham and <br />Gretna, establishing a Piedmont Regional Criminal Justice Training <br />Academy according to the terms and conditions set forth therein; and <br /> <br />WHEREAS, in order for the City of Martinsville to become a party to <br />said agreement that authorization to execute same on behalf of the City <br />of Martinsville be given to the Chief of Police and City Sheriff; now, <br />therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled December 10, 1996, that David J. Edwards, <br />Chief of Police, and Steve Draper, City Sheriff, be and they hereby <br />are, authorized and directed to execute said agreement on behalf of the <br />City of Martinsville, Virginia; and <br /> <br />BE IT FURTHER RESOLVED that said Police Chief and City Sheriff be, and <br />they hereby are, also authorized and directed to execute on behalf of <br />the City of Martinsville the Charter for said Piedmont Regional <br />Criminal Justice Training Academy, a copy of which proposed Charter is <br />also attached hereto. <br /> <br />Council considered adoption of the Budget Schedule for the City's FY <br />1997-98 Budget process. Mr. Reynolds reviewed the Schedule, which <br />called for work sessions to be held April 9-22, 1997, with a public <br />hearing and Council adoption scheduled for May 13, 1997. In response <br />to a question from Council Member Haskell, Mr. Reynolds said the <br />proposed schedule would meet the needs of the School Board because the <br />Board would have sufficient information to write teacher contracts by <br />the beginning of May, even though final adoption is not scheduled until <br /> <br /> <br />
