44 <br /> <br />TUESDRY-; DECEMBER 10. 1996 ~- -~ <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, December 10, 1996 at Clearview Elementary School, <br />beginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its meetings of <br />November 21 and 26, 1996. <br /> <br />Council conducted a Neighborhood Town Meeting. Barry Morrison, 910 <br />Vine Street, expressed appreciation to the City for the installation of <br />flashing red stop lights at the intersection of Clearview Road and <br />Barrows Mill Road. Mr. Morrison also asked for an update on two <br />projects: the Liberty/Clearview/Stultz intersection and Clearview <br />Business Park. Leon E. Towarnicki, Director of Public Works, said that <br />the intersection pro3ect was in the preliminary engineering stage of <br />the Virginia Department of Transportation's project timeline. <br />Construction should begin in mid-1999. Thomas Harned, Assistant to the <br />City Manager for Development, reviewed the plans for Clearview Business <br />Park.and said construction of the industrial access road should begin <br />in the Spring of 1997. Ira Trollinger, Superintendent of Schools, and <br />Earl Dodrill, of P~trick Henry Community College, reported on the <br />Piedmont School to Work Initiative, which Mr. Dodrill described as "a <br />comprehensive educational system from Kindergarten to retirement." <br />City Manager Earl B. Reynolds, Jr. announced that David Reeves, <br />Community Development Specialist, in addition to his current <br />responsibilities, had assumed the duties of Building Official.
