TUESDAY. NOVEMBER 12. 1996 <br /> <br />Occupational Licenses (BPOL) of the City Code. Mr. Reynolds noted <br />Council had adopted Ordinance No. 96-1 amending the BPOL Ordinance as <br />a result of changes to the State Code madeby the 1995 General Assembly <br />related to the application of BPOL taxation. The 1996 General Assembly <br />approved further changes which must be adopted by localities which <br />impose the tax by January 1, 1997. Commonwealth's Attorney Smith <br />reviewed the proposed Ordinance and responded to questions from the <br />members of Council. Mr. Smith stated the proposed Ordinance did not <br />change the tax rates contained therein. Council Members Haskell and <br />Teague requested that a written summary of changes from the present <br />Ordinance be presented prior to final adoption of the Ordinance. Upon <br />motion, duly seconded and by unanimous vote, Council approved the <br />Ordinance on first reading. <br /> <br />Council considered accepting and appropriating 813,120.54 received in <br />Forfeited Federal Asset Funds to the FY96-97 Police Department budget. <br />Chief of Police David Edwards stated the funds would be used in part to <br />match a federal grant. The funds may also be used to purchase a K-9 <br />Police dog and for renovations to the Police Department. Upon motion, <br />duly seconded and by unanimous vote, Council accepted and appropriated <br />the funds as requested. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set public <br />hearings for November 26, 1996 on the following items: (1) a request <br />by Inez D. Donaldson to abandon and vacate a block of Zee Street <br />located between the two legs of Jefferson Circle; and (2) a request <br />from the Martinsville Planning Commission that Council approve an <br />update of the City's Comprehensive Plan. <br /> <br /> <br />
