TUESDAY, NOVEMBER 12, 1996 <br />Upon motion, duly secondedandby unanimous vote, Council approved, on <br />first reading, Ordinance No. 96-14 amending Chapter 6--Building <br />Regulations, Article I--In General, by adding Section 6-6--Contractors <br />required to have business. licenses; report of unlicensed <br />subcontractors, of the City Code. Commonwealth's Attorney Smith noted <br />that the proposed language was originally a part of the City's BPOL <br />Ordinance, but was not included in the major revision adopted January <br />23, 1996. Mr. Smith said a need existed to revise the language and add <br />it to the Code under Building Regulations to remove the responsibility <br />of the Inspection Department to monitor the licensing of <br />subcontractors. Under the revision, enforcement will be the <br />responsibility of the Commissioner of Revenue. Upon motion, duly <br />seconded and by unanimous vote, Council approvedthe Ordinance on first <br />reading. <br /> <br />Council heard a briefing from Community Development Specialist David <br />Reeves on a plan to provide 'temporary 3all facilities to relieve <br />overcrowding in the City Jail. Mr. Reeves reviewed a scenario (which <br />was first presented during Council's November 7, 1996 work session) <br />whereby Sprung Structures would be erected behind the Municipal <br />Building to house a total of 16 female and 32 male inmates in two <br />separate structures. Mr. Reeves estimated the City would save in <br />excess of S1 million by not having the City's inmates housed at other <br />localities' jails. Mr. Reeves and City Sheriff Steve Draper also <br />emphasized the risks to public and inmate safety caused by the current <br />overcrowding conditions, which would be alleviated by the temporary <br />facilities. Mr. Reynolds said no final Council action was being <br />requested at this meeting, instead a final report would be presented at <br />the November 26, 1996 meeting including a request for a supplemental <br /> <br /> <br />
