TUESDAY. NOVEMBER 12. 1996 <br />1, 1996. The purpose of adopting the Ordinance is to make the <br />Enterprise Zone a part of the City Code and to approve changes related <br />to the refund of real estate and machinery and tools taxes as required <br />by a State Attorney General's opinion, as well as a change in the <br />refund of landfill tipping fees paid, from 50% to 100%. Mayor Adams <br />declared the public hearing open. Lafayette Jones, 501 Second Street, <br />inquired as to whether the City could receive revenues under the <br />Enterprise Zone program for redevelopment of the block bounded by <br />Market, Fayette, Moss, and Church Streets, to which Mr. Harned replied <br />that the City was not eligible to receive such funding under the <br />program. There being no other comments from persons present, Mayor <br />Adams declared the public hearing closed. Council Member Teague <br />suggested that the Ordinance be adopted on an emergency basis in order <br />to make the changes effective immediately. Upon motion, duly seconded <br />and by unanimous vote, Council adopted the following Ordinance No. 96- <br />11 on an emergency basis: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled, November 12, 1996, that it does hereby amend <br />the Martinsville City Code by adding the following related to the <br />Enterprise Zone: <br /> <br />Short Title <br /> <br />This Article shall be known and may be cited as the "City of Mar- <br />tinsville Enterprise Zone Ordinance". <br /> <br />Statement of Purpose <br /> <br />The Virginia Enterprise Zone Act, Section 59.1-270, et.seq. of the Code <br />of Virginia, as amended, authorizes the establishment of an enterprise <br />zone. It is the purpose of the Enterprise Zone Act, and of this <br />Article, to stimulate business and industrial growth within the area so <br />designated as the City of Martinsville Enterprise Zone by means of <br />state and local incentives more particularly set forth herein. <br /> <br />Boundaries of the City of Martlnsville Enterprise Zone <br /> <br />The boundaries of the Enterprise Zone are as set forth on the map <br />entitled "City of Martinsville Enterprise Zones", which is on file in <br />the City's Community Development Department, the area of which has been <br />declared an Enterprise Zone by the Governor of the Commonwealth of <br /> <br /> <br />
